Harvard Business Review’s July–August 2026 article, The False Alignment Trap, describes this condition directly. In one executive case, leaders believed they were clear and aligned on a transformation. When asked to write down what would specifically change, their answers diverged sharply. The agreement existed at the level of language. It failed at the level of meaning.

  • What was the deadline?

Do not ask, “Are we aligned?”

Ask for receipts.

A decision without an owner is a suggestion.

A priority without a trade-off is a wish.

A commitment without a review mechanism is a future delay.

The Verdict, Ecosystem Step: The Verdict

Is the organization guilty of tolerating instability?

Yes: if agreement is announced but not installed.

The organization is guilty when it rewards the appearance of harmony more than the clarity required for execution.

The organization is guilty when dissent is treated as disloyalty.

The organization is guilty when executives leave a meeting with different definitions of success and call the outcome alignment.

The organization is guilty when high performers compensate for weak structure through personal effort.

That condition is Human Glue Dependency™.

Execution depends more on people constantly holding things together than on reliable systems and operational clarity.

The symptoms are predictable:

  • Decisions return to the agenda.
  • Teams wait for clarification.
  • Managers interpret strategy locally.
  • Workstreams compete for the same resources.
  • Employees ask which leader they should follow.
  • Deadlines move without a formal decision.
  • People remain busy while progress remains invisible.

Consensus is not automatically stability.

Research by Walter and colleagues examined strategic consensus and strategic alignment across 63 academic departments, using 349 usable responses. Their findings showed that the relationship between consensus and performance depended on the quality of the strategic alignment itself.

The lesson is precise.

Agreement about the wrong or unclear priority does not create stability.

It creates coordinated drift.
